LiaoNing Information Vocational Technical College is a provincial public full-time ordinary higher vocational technical college established upon approval of Liaoning Provincial People's Government. It is located in Liaoyang City , an ancient city that has a history of over 2,400 years. The college has a floor area of 220,000 sq m and building area of 180,000 sq m and has 6,300 students at college. It has established the quality policy of “people-orientation, open education, market-orientation, innovation service”, the mission of “adding value for all the people who choose us” and the goal of building the global training base of vocational talents. Now the college has become one of the 35 nationwide model vocational colleges of software, national base of cultivation for urgently-needed technical talents of numerical control technology, computer application and software technology. The college sets up 5 departments covering software engineering, electronic information, equipment manufacture, business management, finance and economics management, and the school of international education. It has passed the certification of ISO9000 international quality management system.

The college pays much attention to international exchange and cooperation for education and energetically develops multi-party cooperation with foreign enterprises and institutions, educational organizations and schools. It has entertained the visiting groups from Singapore, Australia, South Korea, England, India, Germany, Canada, Ukraine, France and Malaysia, etc, and has concluded cooperation contracts with the schools of Singapore, Australia, Ukraine, Canada, France, India and Ireland and so on. It has made great progress in the “3+ 2” joint undergraduate students program and joint fundamental and maser degree program, etc through cooperation with Ukraine . Now the first group of Sino-Ukraine cooperation program students has started the study for undergraduate period in state metallurgical academy of Ukraine in Sep. 2006. The program of introducing DNIIT software engineer vocational qualification certificate course jointly with NIIT of India has been started. So far, the college has had more than 160 on-campus international cooperation program students. It also energetically introduces intelligence and has invited foreign teachers in different specialties from USA , UK , New Zealand and Ukraine and so on.
