University Profile
The University of Shanghai for Science and Technology began its international exchanges in 1978. At first the Foreign Affairs Office was appointed to be in charge of exchange matters. In 1996 it changed its name to International Exchange Office, and in 2008 to International Affairs. It is now responsible for the management of international university cooperation and academic exchange, foreign teacher employment, university joint cooperation, teaching staff going abroad and other international cooperation matters. The main purpose of USST international Affairs is to serve the university education and scientific research communities, and promote USST subject construction, academic teaching, scientific research and international exchange of teachers.
Throughout the past 30 years, the foreign affairs of USST have always had the support from the central and local governments. The management team of USST insists on an opening policy, energetically developing the cooperation and exchanges with foreign universities, and hence promoting the total development of the university.
The International Affairs office has established inter-university and scientific research relationships with over ten universities from countries such as Germany, America, Canada, Japan, Switzerland and Russia. The office has arranged mutual exchange of scholars to give lectures between USST and these countries. On the basis of long cooperation, USST has actively developed joint international university programs, and has established 12 joint international schools and 16 joint majors with foreign universities. They include The Massachusetts Institute of Technology (MIT, America), Hamburg University for Applied Sciences (Germany), Montreal University (Canada) and others. So far over 1800 students for master degree or bachelor degree have been involved in the joint programs. The demonstrative business management project in our university, sponsored by the former Machinery Ministry and Sloan School of Massachusetts Institute of Technology, has held 7 training classes for advanced managers and advanced management personnel, and set the precedent for cooperation with the best universities in the world.
In the past 30 years, USST has employed over 1000 foreign experts; received over 1000 oversea delegation groups including many foreign government minister delegation groups; and sent out more than 500 teachers to attend various academic exchange activities abroad. With these international exchanges, USST has not only established good co-operative relationships with foreign governments, universities and enterprises, but also successfully communicated with governing departments and businesses to make contributions to our economic development. Since 1993, five foreign experts from Germany, United States and Canada have been separately been awarded the National Friendship Award issued by State Department, White Magnolia Memorization Award or White Magnolia Honor Award issued by Shanghai municipal government

Chinese Language Program The International Education College designs courses for pre-university Chinese, commercial Chinese, basic Chinese and HSK test tutorial, etc. There are nine levels of teaching classes which meets the needs of students from different levels. Each level has compulsory and optional courses. There are 20 hours of compulsory courses and it is up to the student’s decision to choose optional course and time. In class interaction of teachers and students is conducted in such vivid and interesting way that students learn Chinese in a light heart. Gruadually, they love to learn and grasp the skills to communicate with Chinese people confidently. Students-orientation and small class size make its Chinese language teaching excels in Shanghai.

Application Guide to Shanghai Government Scholarship for International Students
1. Categories and Details
Shanghai Government Scholarship for International Students is divided into Class A, Class B and Class C.
Class A (Full Scholarship) is established to fund excellent prospective students applying for postgraduate programs in Shanghai. The scholarship will fund the recipients to cover their full tuition, living expenses and Comprehensive Medical Insurance Students in China during their study period.
Class B (Partial Scholarship) is established to fund excellent prospective students applying for undergraduate or above leveled degree programs in Shanghai. The scholarship will fund the recipients to cover their full tuition during their study period, while the living expenses and Comprehensive Medical Insurance for International Students in China will be funded by the recipients themselves.
Class C (Excellent Student Award) is established to encourage the currently enrolled excellent international students who are pursuing long-term study at higher educational institutions in Shanghai. The recipients will receive a one-off scholarship in an academic year.
2. Eligibility
(1) Applicants must be non-Chinese citizens in good health.
(2) Educational Background and Age Limit
-Applicants of bachelor’s programs must have graduated from senior high school and under the age of 25.
-Applicants of master’s programs must have bachelor’s degree and be under the age of 35.
-Applicants of doctoral programs must have master’s degree and be under the age of 40.
(3) Outstanding in academic performance.
(4) Meeting the language requirement of the prospective degree program.
(5) Meeting the entry requirements of the applied university and program.
(6) Not being awarded any other Chinese government scholarships at the same time.
APPLICATION PROCEDURES FOR CHINESE GOVERNMENT SCHOLARSHIP
Application
The applicants may apply to Chinese diplomatic missions or the competent authorities in their home country between January and April every year. Applicants may refer to the relevant authorities for details.
Eligibility
1. Applicants must be non-Chinese nationals in good health.
2. Education background and age limit:
- Applicants for undergraduate studies must have completed senior high school with good grade and be under the age of 25.
- Applicants for master degree studies must have bachelor’s degree and be under the age of 35.
- Applicants for Doctoral degree studies must have master’s degree and be under the age of 40.
- Chinese language students must have finished senior high school and be under the age of 35, will pursue the major of Chinese language in China.
- General scholar candidates must have completed at least two years of undergraduate studies and be under the age of 45, may pursue all majors besides Chinese language.
- Senior scholar candidates must have master or higher degree or hold academic titles of associate professor or higher, and be under the age of 50.
Details of the Scholarship
1. Full scholarship:
- Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and intramural accommodation;
- Living allowance and a one-off settlement subsidy;
- Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;
- Fee for a one-off inter-city travel
Note: 1) Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.
2) Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.
3) Monthly living allowance is paid to the students by the host institution at the following rates (CNY yuan per month):
- Undergraduates: CNY 1400 yuan
- Chinese language students: CNY 1400 yuan
- Master degree students, general scholars: CNY 1,700 yuan
- Doctoral degree students, senior scholars: CNY2,000 yuan
4) A one-off settlement subsidy after registration
- CNY 1000 yuan for new students whose period of studies in China lasts up to six months
- CNY 1500 yuan for new students whose period of studies in China lasts one academic year or more
5) Fee for outpatient medical service refers to the outpatient expense generated in the institution’s hospital or the hospitals appointed by the institution. The students should afford a certain percentage of expense in accordance with the institution’s relevant regulations.
Applicant Qualifications
Shanghai is located at the mouth of the Yangtze River, the longest river in China, on the west bank of the East China Sea and in the middle of Chinas coastline. Through its coastal position Shanghai acts as a link between China’s inland regions and the outside world, and it is comfortable with both eastern and western cultures. It is a north subtropical monsoon climate in shanghai. Its four seasons is quite distinct with full sunshine and plenty of rainfall. It is mild and humid in Shanghai. the Spring and Autumn is a little bit shorter while the Winter and Summer is longer.
With a history of more than 700 years, Shanghai was once the financial center of the Far East. Since the reforms that began in the 1990’s great changes have taken place in the city. The municipal government is working towards building Shanghai into a modern metropolis and a global economic, financial, trading and shipping center by 2020.
Today, with a land area covering 6,340 square kilometers and a population of 16 million people, Shanghai has become the largest economic center in China and an important port city. It has maintained a GDP growth rate of over 10 percent in the last 11 years. More than 100 foreign countries and regions have investments in some 30,000 local projects, taking advantage of the 74 deep-water berths and 20 international container piers at the Shanghai Port. Hongqiao and Pudong International airports link Shanghai with 141 cities in 29 foreign countries and regions everyday.
The fluent communications systems and exchanges between people, commodities, capital, technology and information has made Shanghai a vibrant city.
Shanghai is also a prominent historical city in China with a rich cultural heritage. The vintage western style buildings on the Bund and the modern Lujiazui Financial Center in Pudong face each other across the Huangpu River. On the other hand, Yuyuan Garden and Longhua Temple display graceful ancient Chinese architecture.
In the last few years, various fashion shows, art and cultural festivals have attracted many foreign tourists. The 2010 Shanghai World Expo alone is expected to entertain some 75 million foreign visitors. The shopping malls on Nanjing road, Huaihai Road and in the Xujiahui Business Center showcase the most stylish and chic products in the world, and are filled with people everyday.
Currently there are 60 regular Higher Education Institutions (including private-run colleges and vocational technical colleges) and 5 independent joint colleges. The total enrollment of undergraduate students reached 466,300. There are 86,900 graduate students studying at 51 institutions. There also have been nearly 35,000 foreign students studying at 33 universities or colleges and scientific research institutions.
