Co-construction of agreement is signed by the government of Hebei and Tianjin

The agreement of co-construction of Hebei University of Technology (HEBUT) by the People’s Government of Hebei Province, Tianjin Municipal People’s Government and Ministry of Education of the People’s Republic of China formally went to effect on December 2, 2014.

Co-construction of HEBUT by provincial government, municipal government and Ministry of Education is a valuable exploration of the deepening comprehensive reform in the field of education in China, the innovation of the higher education management system, and the promotion of higher education resources sharing and coordinated development of Beijing-Tianjin-Hebei region, as well as the implementation of the important measures and the actual results for the coordinated development of Beijing-Tianjin-Hebei of the major national strategy. It has a strategic landmark significance to accelerate the comprehensive universities reform, improve the quality of universities talent training and the level of discipline construction, tackle the shortage of resources of running school, enhance the level of running school, and speed up the pace of a high-level university construction.

In terms of the agreement, the provincial government will support HEBUT technically and financially to become a high-level university, and put the university as a pilot of deepening the comprehensive reform of higher education to further implement and enlarge the autonomy of HEBUT. With the development of economy in Hebei province, the average students funds will reach the level of the universities directly under the Ministry of Education in the year of 2016; the municipal government will support HEBUT on the key disciplines, professional construction, application of scientific research and teaching programs, talent team construction, campus construction, scientific research achievements transformation and industrialization, etc.; the Ministry of Education will guide and help HEBUT formulate strategic development plan, support HEBUT to develop teaching and scientific research platforms, such as talent training base, key disciplines, key laboratories, engineering research center, etc., appropriately support on the “Cheung Kong Scholars Program” and other major talent planning, cadres training, recommend excellent undergraduates an exemption graduate school, etc., and support to moderately expand the graduate students enrollment in Hebei province.

The initial idea of the co-construction of HEBUT by provincial government, municipal government and the Ministry of Education was put forward in the fourth Party Congress at the end of 2012. The agreement was finally signed after reporting to relevant departments of the preparation works, repeatedly communicating and negotiating among the departments of Hebei province, Tianjin and the Ministry of Education. HEBUT will seize the opportunity of the co-construction to develop the university as the domestic and international well-known teaching and research university.
